BILL Friedal with the County’s Executive Office, Human Resources Division, said his report fulfills the State’s requirement on job retention and recruitment efforts.
AB2561 became effective on January 1, 2025, and requires the County to hold a public hearing, prior to adopting its final budget.
“One core element is identifying any policies or procedures for recruitment practices that may create obstacles in our hiring process,” he said. “The Legislation also establishes a 20 percent vacancy benchmark, and if any bargaining unit reaches or exceeds its level, we are required, on the Union’s request, to provide additional information, including data information on the number of applicants and hiring timelines. AB2561 ensures that our labor partners have the opportunity to present, and we welcome that partnership, and that participation.”
The total Represented Filled Positions are 9,101 and total represented vacancies are 975.
“The Countywide vacancy rate for represented positions is 10.7 percent,” he said. “Individual Bargaining Groups maintain bargaining groups between 0-17 percent, below the 20 percent vacancy threshold under AB2561.”
