Unfunded mandates upset Perello

Oxnard-- The mandated California Air Resources Board Advanced Clean Fees (ACF) Regulations story continues with Fleet Services Division Manager Jose Arreola saying there are two options for the City’s fleets to be in compliance with the State’s unfunded mandate for Zero-Emission Vehicles (ZEV).

THE Public Works and Transportation Committee approved option 2 of the mandated California Air Resources Board Advanced Clean Fees (ACF) Regulations on Tuesday, December 12.

“When taking into consideration the current exemption list and existing and projected makeups of the City’s fleet, the amount of ZEVs the City would have to purchase would be in similar increments over a longer period of time, calculating using option two,” he said. “This would allow the capital cost to be spread over multiple years.”

He said option 2 allows the City more time to evaluate different ZEVs and provides additional time for infrastructure updates.

“Option two will allow the City to add ICE (internal combustion engine) vehicles to our fleet and ZEV Target Vehicles in a less aggressive timeline,” he said.

Arreola said the financial impact to the City would be staggered by option two, at 10 percent per milestone.
